HCC allows Health techs to go on Health Jewelry while in game this is not possible.

This is the same for many other Jewelries, some Power accept Power Tech etc.

We will look into that bug.

At the moment it seems to be both.

<item-effectkeyword>statmod_health_up</item-effectkeyword>
or
<tier-effectkeyword>statmod_health_up</tier-effectkeyword>

should be the correct tag that is needed to prevent that health jewelry and scales can be teched with Health. They arent in the data, and entering them into the data does not work either. Seems we have missed this case completly... i need to take a deeper search tonight
